The 2nd international workshop named Cluster Approach and Networking in Support of SMEs of the Black Sea Region under the project Black Sea Regional Development Network (BlasNET), was held on 28-29.03.2013 in the city of Sevastopol, RUkraine. The project BlasNet is under the Joint Operational Programme Black Sea Basin 2007 – 2013.
Before the official opening, Dr. Dimitar Radev, Project Manager, Mr. Dmitriy Kovalchuk, Director of the Agency of Economic Development of Sevastopol (AEDS) and Mr. Volodymyr Kulikov, AEDS gave interviews to the media.
The workshop with participants from businesses, professional organizations, NGOs, academics, politicians and leading experts was opened by Mr. Poyarkov Vadim N., Sevastopol City Council. There were representatives of all partners’ organizations, as well.
The project BlasNet and organizations - partners were presented by Dr. Dimitar Radev, project manager and heads of partner’ organizations. Mr. Dmitriy Kovalchuk, director of the Agency of Economic Development of Sevastopol (AEDS) presented the activities of AEDS. Then, according to the Agenda, the Sevastopol Chamber of Industry and Commerce was presented by Ms. Ludmila Vishnya. The aims and results of the Programme for Social and Young Entrepreneurship Development were presented by Mr. Valeriy Vasunin, coordinator of the programme. The main fundamental tourism development problems and solutions in Sevastopol were presented by Mr. Grinuk Konstantin, chief editor of the newspaper “Travel Herald” and director of the marketing agency “Gryphon”.
The afternoon session of the workshop went on with partners’ presentations of 22 good practices, selected to be members of the Black Sea Network. The Ukrainian organizations - GPs were presented as follows:
• Cluster “Products of the Sea”, Ms. Oksana Vyalova, CEO of the cluster;
• Municipal enterprise “Touristic-informational Centre”, Ms. Svetlana Zubreva, director
• Cluster “Business tourism”, Ms. Ludmila Panova, expert Tatiana Demina, cluster coordinator
From Bulgarian side eng. Liliya Kaloyanova presented the selected Bulgarian organizations, which will be within the founders of the BlasNet: Varna Chamber of Tourism (VCT), Chamber of commerce and Industry (CCI) – Dobrich, Bulgarian Chamber of Shipping (BCS), Bourgas Regional Tourist Association (BRTA) and Black Sea – Danube Association of research and Development (BDCA).
The presentations of the project partners from URENIO, Greece were:
• Association of ICT companies of Northern Greece (SEPVE), Mr. Nikolas Gountaras;
• Thessaloniki Chamber of Commerce and Industry (TCCI), Mr. Yannis Fallas;
• Thermi S.A. Business Incubator, Mr. George Martinidis;
• South-East European Research Centre (SEERC), Mr. Yannis Fallas.
Ms. Alis Balca, PIMM Constanta, Romania presented the coastline Danube delta association ALDD, Crusial Systems & Services Constanta and the Romanian Maritime Cluster.
All the participants took part in a lively discussion, moderated by Mr. Kulikov Volodymyr (AEDS) and expressed their opinion.
Main conclusions emerged from the Workshop are:
- The progress in innovative approaches in the 3 priority sectors – ICT, Tourism and Maritime industry in Sevastopol is thanks to USAID funds and German Society for International Cooperation (GIZ), but the pre-accession funds are needed for the sustainable development of the region.
- The b2b connections triggered between the regions-partners in the BlasNet project and the future Black Sea Network will be a good base for the development in the Black Sea Region.
